Want to start off with the best armor?

You can get ferried to Consulate Docks from Kamadan and get max armor right away. Just look for the ferry message by people. Also, pay on arrival not before.

High level characters that have been to the Consulate Docks can ferry low level players that havent gotten that far into the game to get the high elvel armor or just to skip everything on noob island. Sorry if it has been brought to attention already but i thought that it should be known so they can fix it.

Okay, we all know how this works and I'm sure that ArenaNet did not intend the quest to be used as a way to ferry people to get the Max Armor for new characters before they progress through the Istan Island. This is an exploit.

ArenaNet banned numerous people over a year ago for a similar incident which was announced here.
